Sierra Leone is endowed with substantial natural resources that have over the year contributed to the country’s economic growth. However, their unsustainable use has equally resulted in environmental degradation, which clearly signifies the need for sustainable environmental management and utilization of these Natural Resources. To support the Government of Sierra Leone (GoSL), UNDP through its NRM Portfolio is working closely with relevant Ministries, Department and Agencies (MDAs), INGOs NGOs, CBOs, and Private Sector Institutions on strengthening environmental governance, climate change mitigation, adaptation, and disaster risk management issues. The interventions under the portfolio target vulnerable groups including women and youths.

Providing access to safe water and sanitation is a basic human right and is essential for the pursuit of our overall wellbeing. Water and sanitation programming, alongside hygiene promotion is key to reducing mortalities from water related diseases in developing countries contexts. Freshwater is one of Sierra Leone’s natural resources. However, despite efforts to provide safe drinking water for its citizens, the government struggles to ensure the distribution to areas that require sufficient drinking water. It is against this backdrop that the UNDP is supporting the government to enhance access to safe, clean, and drinkable water to targeted communities. The UNDP water project focuses on empowering local communities and providing adequate access to sustainable water, sanitation, and hygiene support to 30 vulnerable and critically affected communities in Karene and Kailahun districts. The first phase of the project which involved the drilling of the 30 water boreholes has been completed (15 in each of the two target districts). The second phase, which includes installation, supply and establishment of community water management/governance structures is in progress.

To ensure increased access to safe water close to community dwellings and available throughout the day, the UNDP intervention will identify WASH committee members, train, and form them into VSL Club groups in the 30 project sites. The approach will consist of strengthening existing VSL, formation of new groups and creating a social/user fee fund for the effective management of the water points. Through the group fund, the community will be able to save money and use it for the maintenance of the facility. Through the social/user fee fund community members will contribute a jointly agreed fee monthly that will exclusively be used to ensure the continuous functioning of the water point. The proposed interventions will enhance the adaptive capacity of communities to adapt to climate change effects of water scarcity to be achieved using innovative solar powered technologies to promote climate change adaptation.

Who Can Apply

Local Non-profit organizations (CSO/NGO/Foundation) The NGO is required to have at least 5 years comprehensive grasp of Operation and Maintenance (O&M) and Water management techniques of pipelines and boreholes, applied professional experience in conducting training on basic topics, and must be able to provide flexible course delivery to meet the participants and organizations’ needs. For this consultancy, all relevant disasters in the Sierra Leonean context must be considered happening to the water points/wells.   Minimum 5 years of relevant experience in VSLA training, including familiarity with sustainability models in the water sector.   Organizations should have an operational presence in the targeted area – Kailahun and Karene districts.   Organizations should be registered in accordance with the legal requirements of the Government of Sierra Leone.   Organizations may submit joint proposals as coalitions. In this case, the main applicants must provide support letters from relevant co-applicants specifying their respective roles. In the case of joint proposals, the main applicant shall have proven experience in the proposed area of programming for the grant.

Submission Deadline

The deadline for applications is 5:00 pm on Monday, 6th November 2023. Applications received after the deadline will not be considered. 

 Any submission coming/received after this deadline will not be given consideration. Only submissions that meet the requirement/criteria as contained in the Request call for proposals for grant will not be considered for evaluation.
