Overview :

United Nations Development Program (UNDP) invites civil society organizations (CSOs) to participate in the grant competition in the framework of the "Resilience for All" project, implemented with the support of the Norwegian Ministry of Foreign Affairs. The overall objective of the program is  enhancing resilience of refugees and host communities across Armenia. One of the important directions of the of the project is to improve core local self-governance (LSG) functions and services in this regard.

The project will equip LSGs with enhanced skills, knowledge, and resources to enable them to navigate the complexities of managing diverse populations and ensuring equitable access to services for both refugees and host communities. In parallel, support to refugees to learn more about LSG and how they can participate and contribute meaningfully to the communities they now call home will be provided.

In order to enhance the involvement of the refugee population in local decision-making processes, a call is made for the participation of CSOs in this specific component. The selected CSO will collaborate with 1,200 refugees, fostering their active engagement with local self-government through civic participation. This initiative aims to empower refugees with the knowledge and skills needed to contribute meaningfully to the resettled communities.

Through the grant, refugees will gain knowledge and skills on how to participate and voice their issues at different levels of local self-government as well as suggest solutions The grant project should specifically target those communities which are mostly inhabited by refugees from Nagorno Karabakh.

The grant should address all the following thematic directions:

  • Raising awareness about local self-government, including providing information and training on the mandate, structure, and budgeting processes of the LSG.
  • Identifying and informing refugees about the services offered by the LSG in the selected community and instructing them on how to access these services.
  • Providing training on formal and informal tools for participation in local self-government, including monitoring, planning, co-design, and information on opportunities for involvement.
  • Developing skills for using the municipality's website and other related platforms.
  • Retrieving and introducing information about non-governmental organizations, unions, associations, and active groups operating in the community.
  • Facilitate engagement of refugee population in the decision-making process through formal tools

Who can apply?

CSOs that are registered and have sufficient administrative, financial and technical capacity to implement the grant are eligible to apply for the grant. They need to have experience in working with communities, including LSGs, non-formal active groups, vulnerable and socially excluded people, particularly, as well as in designing and directly implementing innovative interventions towards civic engagement and political participation. Preference will be given to candidates with a proven track record of effectively involving women and youth in project activities.

Grant Budget and Duration

The grant budget is USD 20,000. CSOs applying for the Small Grants Scheme are required to co-finance the project by at least 10% of the total amount. The administrative costs should amount for less than 20% of the proposed budget. The duration of the project is 6 months.
