Overview

The primary objective of this assignment is to explore how UNCDF can leverage its financing mandate to effectively address the growing needs of the care economy in Bangladesh. This TOR aims to engage a research firm that will:

  • Identify Global Best Practices: Understand and document global best practices in caregiving financing models and effectively document them. This will also entail exploring the regulatory and policy environment that led to the models identified.
  • Evaluate Financing Instruments: Assess the potential for leveraging various financing instruments such as guarantees, fund development, concessional loans, and grants and others for advancing the care-economy models in Bangladesh.
  • Develop Sustainable Financing Models: Provide clear, actionable, and sustainable financing models and recommendations for further action tailored for the care economy in Bangladesh.

The outcome of this research should present viable financing models that can be piloted in Bangladesh, ensuring these models are both innovative and adaptable to the local context. The research firm undertaking this assignment must conduct comprehensive research in accordance with this TOR to deliver a robust framework that can guide future interventions in the care economy.

SCOPE OF WORK

Under the supervision of the Digital Expert and IDE Country Lead in Bangladesh, the selected research firm will be responsible for the following activities:

  1. Inception Report and Detailed Project Approach:
    1. Annual Work Plan (AWP) and Detailed Approach: Develop and submit an AWP along with a detailed approach for project implementation.
    2. Desk Research: Conduct comprehensive desk research on caregiving financing models, including global models and best practices.
    3. Global Financing Models and Best Practices: Document and analyse global financing models and best practices relevant to the care economy alongside highlighting the regulatory and policy environment needed for those models to thrive.
    4. Bangladesh-Specific Models: Examine existing caregiving financing models in Bangladesh, particularly considering the Child Daycare Centre Act 2021 regulations.
  2. Participation and Engagement:
    1. Care Economy Forum: Participate in the care economy forum organized by UN Women and engage with key stakeholders to gather insights and feedback.
    2. Support and participate in UNCDF engagements/roundtables to highlight the findings of this study.
  3. Interim Report:
    1. Interim Report: Compile and submit an interim report detailing preliminary findings and analysis.
    2. Annex on Global Best Practices: Include an annex in the interim report that highlights global best practices in caregiving financing models.
  4. Final Report:
    1. Detailed Financing Models: Provide a detailed analysis of different financing models, emphasizing those most relevant and applicable to the Bangladesh context.
    2. Final Report: Submit a comprehensive final report that includes all research findings, analysis, and recommendations for sustainable financing models to be piloted in Bangladesh.

Each deliverable should be submitted according to the agreed timeline and meet the quality standards expected by UNCDF. The research firm must ensure that all findings and recommendations are thoroughly researched, well-documented, and practically applicable to the local context in Bangladesh and can build a knowledge base for the region.
