Overview

 

UNDP has been working in South Sudan for over 30 years.  The overarching goal of UNDP is to help create more resilient communities and reinvigorated local economies; strengthening peace and governance; and empowering women and girls. This Call for Proposals (CFP) is specifically related to UNDP’s work on strengthening peace and governance implemented under the Peace and Community Cohesion (PaCC) project. UNDP’s PaCC project aims to contribute to the reduction and mitigation of community-level conflict and insecurity by investing in initiatives that address key drivers of conflict and enhance community interdependency and social cohesion. 

 

The Revitalized Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS) signed in September 2018 brought renewed impetus towards stabilizing the fragile situation in the country. However, the country continues to face persisting and emerging challenges. Communal conflict and insecurity in some areas coupled with climate related challenges like floods continue to be significant drivers of people’s humanitarian needs in South Sudan, resulting in widespread displacement and hindering vulnerable people’s access to critical services. Further, these challenges risk reversing the peacebuilding gains and key milestones in the 2018 revitalized peace agreement; increase fragility; impede healing, trust and confidence building and reconciliation key for sustaining peace. The floods continue to limit access to various locations for continued engagement in peacebuilding and have also resulted in displacements in some areas that have led to tensions and conflicts between the host community and the displaced persons. Further, South Sudan has been impacted by regional dynamics, with some parts of Upper Nile, Unity and Western Bahr El Ghazal States serving as receiving and destination points for returnees and refugees arriving in South Sudan fleeing from the ongoing Sudan conflict, therefore intensifying the need for dialogue to create a safe environment and promote peaceful co-existence.

 

Within this complex development setting, the UNDP PaCC project seeks to contribute to the reduction and mitigation of community-level conflict and insecurity by investing in initiatives that address key drivers of conflict and enhance community interdependency and social cohesion. Given the above challenges, the Peace and Community Cohesion (PaCC) project III, building on the achievements of PaCC I&II, will contribute towards response to the impact of floods on social cohesion and towards socio-economic recovery of communities displaced and affected by floods, the Sudan crisis and internal conflicts, directly and indirectly. This also supports the implementation of UNDP’s contribution to the UN Country Team response to the effects of floods in South Sudan and response to Sudan Crisis. To achieve this objective, PaCC III plans to work with national organizations, including organizations working with women, youth, based on assessed performance and selection process set by UNDP.

The objective of this call for proposal is:

- To facilitate local communities to respond to the impact of climate shocks, specifically floods

in Unity State, and contribute to prevention of tensions and conflicts resulting from

displacements caused by the floods. This will also support communities with economic

empowerment in Unity State. This is aimed at restoring selected community infrastructure,

improving access to services, improving livelihood income, injecting cash into the local

economy, further enhancing the purchasing power of the community, returnees, refugees and

the internally displaced persons (IDPs) whose livelihoods have been disrupted by the floods

and displacements as well as conflicts.

- To support community-led peace initiatives to prevent and resolve conflicts in Wau, Western

Bahr El Ghazal State and Malakal, Upper Nile State, aimed at reducing tensions, preventing

and resolving conflicts between host communities and returnees/refugees/internally displaced

persons, due to the Sudan crisis, floods and internal conflicts.

- To provide psychosocial support and trauma awareness to communities, including host

communities and returnees/refugees/internally displaced persons, affected by the Sudan

crisis, floods and internal conflicts in Wau, Western Bahr El Ghazal, Malakal, Upper Nile State.

The aim of this call is: to identify CSOs, women and youth organizations with operational presence

and capacities and working in the selected locations in Wau, Western Bahr El Ghazal, Malakal,

Upper Nile State, Bentiu, Unity State, South Sudan to carry out the following activities in line with

the above objective.

Geographical focus of the project:

The project activities will be implemented over a period of 3 months in in Wau, Western Bahr El

Ghazal, Malakal, Upper Nile State, Bentiu, Unity State, South Sudan, specifically areas with

communities affected by floods, the Sudan crisis and internal conflicts directly and indirectly.

Note:

 The selected CSOs will work closely with the UNDP coordination field offices in order to

harmonize their activities with the UNDP objectives and to ensure sustainability of initiatives

undertaken.

 The selected CSOs will be expected to work with the established UNDP structures and

infrastructures like the peace committees, youth and women leaders and coordinate with

other ongoing UNDP projects in the respective areas.

 Prior to the start of implementation, UNDP will hold meetings with the selected CSOs to jointly

develop a common understanding and standard approaches to the implementation of the

project.

 The selected CSOs will also be subjected to UNDP processes including assessments and other

relevant processes.

Specific outputs, activities and deliverables:

Slot 1: Promote Participation of Women and Youth in Local Peacebuilding, Recovery

and Response to Flooding in Bentiu through Cash for work. (Budget is US$ 30,000)

(Trac 2)

The specific activities to be undertaken by the selected CSO are:

1. Project inception and consultation with community on the structures to be rehabilitated

through cash for work in Bentiu. 3 consultations (Trac 2)

2. Cash for work initiatives supported by 100 community members, 50 youth (50%F) and 50

women to strengthen trust among communities and social cohesion and contribute to

recovery in Bentiu. Specific cash for work to be informed by the consultations with the

community.

Deliverables under slot 1: The intervention aims to achieve the following:

- At least 100 community members, 50 youth (50%F) and 50 women engaged in cash for work

initiatives.

Slot 2: Promote Participation of Women and Youth in Local Peacebuilding, Recovery

and Response to Flooding in Bentiu through income generation support. (Budget is

US$ 20,000) (Trac 2)

The specific activities to be undertaken by the selected CSO are:

1. Project inception and consultation with community on the groups to support and on which

income generation initiatives to support in Bentiu. 3 consultations (Trac 2)

2. Skills training and provision of start up kits to 100 community members, 50 youth (50%F)

and 50 women to strengthen trust among communities (returnees, refugees and displaced

persons) and strengthen social cohesion and contribute to recovery in Bentiu. Specific

income generation initiatives to be informed by the consultations with the community.

Deliverables under slot 2: The intervention aims to achieve the following:

- At least 100 community members, 50 youth (50%F) and 50 women engaged in income

generation.

Slot 3: Provision of Psychosocial Support and Trauma Awareness to Communities

affected displacements in Wau, Western Bahr El Ghazal

Budget is US$ 47,800 (US$ 29,800 – JSB/Japan; FW US$18,000)

The specific activities to be undertaken by the selected CSO are:

Establish and operationalize one team of Psychosocial Community Volunteers (PCVs) (30 people

per team) at payam level in Wau, Western Bahr El Ghazal, through:

1. Inclusive and consultative selection process: Half day workshop with the local leaders to

identify and form the PCVs team.

2. Build capacity of 30 PCVs through 5 days training delivered by the UNDP trained Trauma

Healing and Psychosocial support Trainers. One training per team.

3. Form 19 psychosocial support groups in Wau and facilitate the PCVs to provide

psychosocial support to the groups formed. Each group to have 20 members. Each group

to receive 2 sessions, therefore 38 sessions in total. Composition of the groups: returnees,

refugees, and displaced persons.

4. Provide operational support to the trained PCVs in Wau including providing certificates

after the 5 days training, monthly provision of transport, monthly airtime and

communication support, T-Shirts, gumboots, bags, rain jacket, stationery to facilitate PCVs

to provide of psychosocial support to communities, and support PCVs in compiling reports

developed by PCVs from their work for 5 months.

5. Support PCVs to deliver 7 psychosocial first aid sessions in Wau (20 people per session,

different participants per session).

6. Conduct two experience sharing retreats that brings together trained Psychosocial

Community Volunteers, UNDP trained Trauma Healing and Psychosocial Support ToT,

implementing CSO and UNDP. The retreats (two days per retreat) will focus on refresher

training, personal reflections on their work, self-care and healing. 35 people per retreat.

7. Conduct three Workshops on Trauma Awareness, PFA and Reconciliation. (30 people per

workshop, 1 day workshop).

8. Conduct three community outreach campaigns on Trauma Awareness and PFA (in schools,

markets, churches, community spaces, school-teachers, Transit Centers, etc). 30 people

engaged per campaign. CSO to design, print and disseminate 1,600 copies of

communication materials as part of the campaign.

9. Conduct one cultural event on Trauma Awareness and Reconciliation reaching 700 people,

bringing all beneficiaries engaged in different MHPSS activities - one day event.

Deliverables under Slot 3: The intervention aims to achieve the following:

- 30 PCVs trained and supported to provide psychosocial support to 2,000 community members,

and 700 community members engaged on trauma awareness, at least 35%F.

Slot 4: Supporting community-led peace initiatives to prevent and resolve conflicts in

Wau, Western Bahr El Ghazal State. (Budget is US$ 30,000) Funding Window

The specific activities to be undertaken by the selected CSO are:

1. Support four (4) community dialogues and mediation led by peace committees, targeting

host communities and returnees/refugees/internally displaced persons, 50 community

members per dialogue (35%F). Joint community clean will be conducted at the start of

the dialogues as part of breaking the ice between the different groups to be engaged in

the dialogue.

2. Support peace committees to hold three follow up meetings on the resolutions of the

dialogues – (3 months - one meeting per month), half day meetings.

3. Two sports for peace events for dissemination of the resolutions of the dialogues, reaching

500 community members (35%F), per event.

4. Three radio talk shows, using community radio stations for dissemination of the

resolutions of the dialogues.

5. Provide operational support to 25 peace committee members in Wau (monthly airtime and

monthly transport) to enable peace committees support conflict early warning and peace

initiatives in the community– for 3 months. CSO is also expected to support the peace

committees in report writing on their work.

Deliverables under slot 4: The intervention aims to achieve the following:

- 25 peace committee members supported to contribute to conflict early warning in the

community.

- At least 200 community members (35%F) engaged in preventing and resolving conflict.

- At least 1,000 community members (35%F) reached and are aware of the resolutions of the

dialogues held, through sports events.

- At least 200,000 community members (50%F) reached and are aware of the resolutions of

the dialogues held, through radio talk shows.

Slot 5: Supporting community-led peace initiatives to prevent and resolve conflicts in

Malakal, Upper Nile State. (Budget is US$ 20,000) Funding Window

The specific activities to be undertaken by the selected CSO are:
