Overview

UNDP Kenya is pleased to announce a Call for Proposals for Low-Value Grants (LVGs) targeting Civil Society Organizations (CSOs) and Community-Based Organizations (CBOs) operating in counties most affected by floods, as identified in the Kenya Floods Recovery Needs Assessment (KF-RNA) 2024. This initiative is being implemented under the Intra-ACP Natural Disaster Risk Reduction (NDRR) Programme, funded by the 11th European Development Fund (EDF). Specifically, it contributes to Outcome 2: Disaster preparedness for effective response and to "Build Back Better" in recovery, and Output 2.2: Strengthened post-disaster recovery capacities in all ACP regions (corresponding to Output 3.3 of the overall Intra-ACP NDRR Programme). The LVG programme aims to catalyze localized recovery, empower grassroots actors, and support the transformation of flood-affected communities towards greater resilience and sustainability.

Programme Objective

The overall objective of the LVG programme is to strengthen post-flood recovery and resilience in the most affected counties in Kenya by empowering CBOs and CSOs to lead community-driven recovery actions, restore livelihoods, rebuild critical services, and promote long-term disaster risk reduction—fully aligned with the priorities of the KF-RNA 2024.

Geographic Scope and Focus Areas

The geographic scope covers selected counties as outlined in the accompanying guidelines. Proposed interventions should focus on one or more of the following areas:

• Restoration of livelihoods and food security through community-led actions in agriculture, livestock, and informal trade—particularly targeting vulnerable groups such as women, youth, and persons with disabilities.

• Rehabilitation of essential services and community infrastructure, including schools, health facilities, water supply systems, and sanitation, damaged by flooding.

• Strengthening community-based disaster preparedness and early warning systems through capacity building, public awareness, and localized risk reduction mechanisms.

• Promoting inclusive and gender-responsive recovery processes that ensure the participation, protection, and empowerment of marginalized populations, including displaced persons, women, children, and persons with disabilities.
