UNDP GF HIST-PSU invites qualified experts in Pharma Warehouse infrastructure to submit proposals for a framework agreement as follows:

1. BACKGROUND

Procurement and supply management (PSM) is a key element of the grants of the Global Fund to fight AIDS, Tuberculosis and Malaria managed by UNDP and other partners. The pharmaceutical supplies for the three diseases may cater for up to 40% of the total volume of supplies handled in the public sector in developing countries.  PSM constitutes also a core activity in the context of implementations of other UNDP activities in the Health sector.

The last years have been marked by a dramatic increase of the total volume of health commodities handled by countries. At the same time there is a trend to improve the supply chain handling capacity with enlargement of the warehousing infrastructure.

The Global Fund and other key partners pay considerable attention to supporting countries in strengthening their Procurement and Supply Management Systems in order to effectively forecast, procure, store, distribute and assure the quality of these products. A well-functioning health system ensures equitable and continued access to products and technologies of assured quality, safety, efficacy and cost-effectiveness, as well as their scientifically sound and cost-effective use

The increase in volumes to be handled, involve enlarged reporting and management requirements, and a steady obsoletization of the available hard and software for the management of the supply chain threaten the efficiency of the whole in-country supply chain.

As the storage capacity is becoming insufficient, the supply chain performance is being affected; the lack of storage capacity and handling of supplies hampers the efforts to provide quality logistics services and at the end has an impact in peoples’ lives.

In order to ensure the appropriate storage and distribution of medicines and other health products, several initiatives to support the refurbishment or scale-up of storage facilities and to improve the distribution are being conducted.

As a consequence, it is foreseen that UNDP will face the need for a recurrent need of expert support services to design, construct and refurbish/modernize Hubs, storage facilities and other solutions like ‘Warehouses in a Box’ (WIB) and modernization of the structures, equipment and systems as well as long term sustainability initiatives as passive architecture, environment and renewable energy, typically Solar power systems. 

 

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

  1. Objectives of this exercise:

The aim of this exercise is to enter into framework agreements with a maximum of 5 experts who would be available to provide support in ad-hoc basis under short term consultancy contracts.

The consultants are expected to provide support services as engineering, technical and/or warehouse management support in the below range of levels of duties and responsibilities. However, context-specific duties and responsibilities as well as any particular requirement will be detailed in specific Terms of Reference for each assignment. Upon receipt of the corresponding ToRs most suitable expert matching the specific expertise and competencies required under framework agreements and available for the assignment will be requested to submit an ad-hoc financial proposal for the consultancy. In cases when several listed experts fully match the TORs a “secondary bidding” exercise will take place and selection shall be made on the basis of lowest financial proposal.

  1. Duties and Responsibilities
  1. Detail and design warehouse infrastructures and/or WIBs, equipment temperature control systems and energy supply needs/requirements.
  2. Prepare drawings, Bill of Quantities (BoQ), technical specifications and draft tender documents in UNDP format for the design and or preparation of works and/or for the additional works for the sites i.e. fencing, access, internal roads, waste management, etc.
  3. Production of reliable time charts for the duration of projects including all the necessary steps (i.e. tendering time, deployment of materials, construction, testing and delivery)
  4. Prepare the customization proposal for the construction/design and equipment required for the WIB type systems based on minimum specifications provided by UNDP and with the governmental specific requirements.
  5. Provide tri-dimensional models and drawings and/or other that allows for a clear understanding of the structures and final result.
  6. Provide realistic budgets for construction, interior design, equipment and/or furniture.
  7. Assist UNDP with technical aspects of tender evaluation processes.
  8. Supervise site preparation, rehabilitation and/or construction works as contracted.

 

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

I. Professional Qualifications:

  • Relevant education in Public health, Warehouse Management, Engineering, Architecture, Supply Chain Management and/or Logistics and/or related disciplines will be positively considered.
  • Specific training, certificate or diploma in supply chain and/or procurement and/or logistics will be positively considered.

II. Experience:

  • Minimum 10 years experience in desing and/or construction of structures and/or facilities suitable for pharma warehouses.
  • Minimum of 5 years’ experience in warehouse management.
  • Minimum 5 years’ experience in logistics strategy and design of logistics facilities.
  • Minimum 5 years’ experience in Project Management.
  • Minimum 5 years’ experience in warehouse Information flow.
  • Minimum 5 years’ experience in technologies of storage and picking systems.
  • Experience in AutoCAD or equivalent.
  • Experience managing warehouse projects with UN/UNDP or international agencies.
  • Experience in working with national and/or sub-national health authorities and institutions will be positively considered.
  • Experience working in countries in special development circumstances.
  • Experience in working with the Global Fund will be positively considered.

III. Competencies:

  • Solid experience in the areas of warehousing, improvement of Information Flow, Developing Logistics Strategies, designing logistics facilities.
  • Practical experience in organization management, strategic planning of associations and  public organizations at the national and regional level.
  • Excellent Analytical skills, including knowledge of Microsoft Office packages.
  • Demonstrates understanding of client’s perspective.
  • Continues to identify improved approaches and strategies for accomplishing the tasks Proactive, team-oriented, reliable, and ability to work in harmony with teams of different nationalities and professional backgrounds.

 

  1. Language:

Knowledge of English at Professional level is required. Knowledge of other languages will be positively considered for assignments in countries where French, Spanish, Arabic, Portuguese, etc. are main / official working languages.

5. FINANCIAL PROPOSAL

Candidates will be requested to indicate their daily fee at Annex I. This daily fee will be considered as a maximum daily fee and used to compare the proposals of different candidates by awarding points in the proportion detailed below (6. Evaluation).

At a later stage, when there is a request for services during the duration of the framework agreement, the selected candidates will be requested to provide financial proposals for specific Terms of Reference which will be evaluated as a secondary bidding exercise in the case that there are more than one suitable expert available.

 

6. EVALUATION

Individual consultants will be evaluated based on a cumulative analysis.
