Introduction

UNDP Regional Bureau for Latin America and the Caribbean (RBLAC) is looking for a qualified "Writer – Research Paper on Democracy and Distributional Justice in Latin America and the Caribbean" to support the implementation of the "RBLAC Strategic Collaboration" project.

Description of the Assignment:   

Despite the fact that democratic institutions have been in place in most countries in Latin America and the Caribbean for several decades, income and wealth inequality remain one of the main nodal points structuring the region's social dynamics, as the region continues to be one of the most inequal in the world. 
Starting from this recognition, UNDP and International IDEA are planning to engage in a research project that will ask two fundamental questions:

1.       What factors have prevented democratic institutions from bringing about more significant progress in the reduction of economic inequality in Latin America and the Caribbean? And conversely,

2.       What reforms are needed for democratic institutions to deliver on the promise of a more equitable distribution of wealth and income?


The first step in this research project will be a literature review summarizing the state of global research on factors that mediate (enable or constrain) the impact of democracy decision-making on economic inequality, including distributional justice. 

The second step will be a regionally focused analysis of relevant governance factors and trends in Latin America and the Caribbean, including recommendations on strategic areas of governance reform.


The first step is already under development. Thus, this consultancy is sought to focus on the second step of a rigorous and up to date regional analysis of relevant governance factors enabling or constraining democracies from further reducing economic inequality in Latin America and the Caribbean.


Under the direct supervision of the Governance Team Leader, Panama Regional Hub, the main objective of this consultancy services will be to write a research paper on democracy and economic inequality in Latin America and the Caribbean. The research paper will include the following components:


-         An analysis of key governance1 factors enabling or constraining democracies from further reducing economic inequality in Latin America and the Caribbean and their trends. This component of the analysis will address questions such as:

   o    What has been the trajectory and what is the current landscape of economic inequality (of wealth and income)?
o    What are the key governance factors that, according to the existing literature, are having an impact (positively or negatively) on reducing economic inequalities?
o    What has been the trajectory and what is the current regional landscape of distributional justice policies and reforms?
o    What are the key governance factors the determine (positively or negatively) the implementation of distributional justice policies and reforms? (A list and taxonomy of factors should be provided).

-         An analysis of the impact of economic inequality on democratic governability2 in Latin America and the Caribbean. This component of the analysis will address questions such as:

o    According to available evidence and the analysis carried out for the research paper, in which ways is economic inequality impacting citizen support to democracy in the region?

o    What are the trends of mutual reinforcement or hindering between economic (in)equality and democratic governability?


-         An analysis of challenges and opportunities related to the above-mentioned factors, together with recommendations on possible directions of policy reform in relevant areas of governance. This component of the analysis will address questions such as:

o    According to available evidence and the analysis carried out for the research paper, what governance reforms could be expected to have a significant impact in reducing economic inequalities in the region?

o    What should be regarded as priority steps and promising strategies to implement the governance reforms highlighted above?


The analysis will incorporate a gender perspective, vulnerable populations’ inequalities, and environmental considerations.
