Overview

Dear Sir/Madam,

The UN Joint SDG Fund (the Fund) supports countries as they accelerate their progress toward the Sustainable Development Goals (SDGs). The Fund operates through a series of Calls for the United Nations (UN) system that lead to the implementation of transformative Joint Programmes (JPs), under the leadership of Resident Coordinators (RCs). In doing so the Fund is committed to forge paths and partnerships that unlock public and private capital for the SDGs at scale.

The Fund is administratively hosted by the Multi-Partner Trust Fund Office (MPTFO), the UN center of expertise on pooled financing that supports development effectiveness and UN coherence with a current portfolio of over US$8 billion and 120 funding mechanisms. In December 2019 the Fund announced a Call for Proposals to operationalizes its “Terms of Reference” under the theme of SDG Financing, namely (for a total envelope of US$100 million) to:

• Reinforce the SDG financing architecture (Component 1 of the call): The Fund will support the development of financing strategies for SDG investment. This work will include the strengthening the capacities of the national and sub-national SDG financing architecture and the production of SDG-aligned financing strategies.

• Catalyze strategic investments (Component 2 of the call): The Fund will support UN Country Teams in investing in key initiatives that leverage public and private financing in order to advance the SDGs. These initiatives will provide a demonstration of concept and will be scalable both in country and elsewhere.

This RFP focuses on two core tasks around the operationalization of Component 2 of the call (Catalyzing Strategic Investments): assessment of the proposals (concept notes) received via the Call, and support to a smaller group of selected UNCTs to strengthen their submissions.
