| Overview : In accordance with UNDP and GEF M&E policies and procedures, all full and medium-sized UNDP support GEF financed projects are required to undergo a terminal evaluation upon completion of implementation. These terms of reference (TOR) sets out the expectations for a Terminal Evaluation (TE) of the: ‘Market Transformation Through the Introduction of Energy Efficiency Standards and the Labelling of Appliances in South Africa’ (PIMS 3277). The 5-year project commenced in November 2011 and was awarded two extension rounds until 31 March 2019. The project is implemented by the Department of Energy, through a project management unit. The project (Market Transformation Through the Introduction of Energy Efficiency Standards and the Labelling of Appliances in South Africa’ ) was designed to support the implementation of South Africa’s Energy Efficiency Strategy, which set an overall energy intensity reduction target of 12% by 2015 and a 10% reduction in the residential sector. The Strategy identified a residential appliance Standards and Labelling (S&L) project as a major contributor towards the target. The project aims to address the policy, information, technology and financial barriers that were preventing the widespread introduction and uptake of efficient appliances. The goal of the project is to reduce greenhouse gas emissions caused by household appliances’ electricity consumption by facilitating a comprehensive market transformation for the South African market towards the use of energy efficient electrical appliances. The objectives of the evaluation is to assess the achievement of project results, and to draw lessons that can both improve the sustainability of benefits from this project, and aid in the overall enhancement of UNDP programming. The Consultancy is expected to provide in-depth and comprehensive input/analysis from Macroeconomic and Sectoral Dimensions of Unemployment in South Africa. The consultancy will constitute one of several background papers that delve deep on employment issues in South Africa. |
