INTRODUCTION

The Government of Uganda through the Ministry of Water and Environment, with Financial and Technical support from the Global Climate Fund (GCF) and United Nations Development Programme (UNDP) is implementing the ‘Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda Project,’ is an integrated multi sector initiative aimed at restoring wetlands and increasing the resilience of both ecosystems and the communities living close to the wetland areas. The project is implemented in collaboration with the Ministry of Agriculture, Animal Industry & Fisheries (MAAIF) and Uganda National Meteorological Authority (UNMA).

The Background:

The Building Resilient communities, wetland ecosystems and associated catchment projects (GCF) in the 2020 annual workplan, is implementing project activity 2.2 “Economically viable and sustainable livelihood and income generating interventions introduced, promoted and supported in the wetland and immediate catchment”.

The activity entails providing livelihood support (beehives, cold storage facilities, solar panels, biogas equipment, agro processing equipment etc.) to 10,000 men and women (at least 40% female) in the project sites

Under this action, the project under component 2 led by the MAAIF plans;

1)             To train 50 farmer’s groups and support them on alternative livelihoods.

2)             To have 10,000 men and women trained on off farm alternative options using the ILO’s enterprise development methodologies

3)             To have placement of at least 50% of the trainees in durable jobs

The project aims to adopt the United Nation’s International Labour Organization’s (ILO) Start and Improve Your Business (SIYB) and Gender Entrepreneurship Together (GET) Ahead development approach ensuring that women and men in poverty gain skills and knowledge that they can apply to improve their incomes and take a more active role in shaping their communities.

SIYB and GET methodology consist of a set of processes designed to build the beneficiary capacity to plan and manage their enterprises that will promote local economic development. The skills training programmes provide necessary post-training mentorship and support to for example enhance access to markets.

The methodology will help the wetland users attain economic empowerment of underprivileged groups and will focus on the crucial role of skill development in creating employment opportunities. Through SIYB and GET Ahead methodology, the project is focusing on improving the future of its beneficiaries with low levels of literacy and numeracy living in rural areas and previously deriving their livelihood from the wetlands.

Building on a memorandum of understanding between UNDP and ILO, the ILO, following its institutional expertise and mandate, is to provide technical support to the national implementing partners during the implementation of the activities listed under Component 2 above especially those to do with enterprise development and job creation.

Purpose of the Assignment

The overall objective of the assignment is to train 10,000 beneficiaries using ILO’s SIYB and GET Ahead enterprise training approaches over a period of 1 year. Conduct the training of trainers who will subsequently train entrepreneurs to ensure sustainable development of enterprises in a way that is responsive to the current and projected enterprise skills requirement in job-rich sectors such as natural resource management, agriculture and social services eco-tourism.
